Section 17.28.010 Permitted uses and uses permitted by special use permit only.
Prior to the adoption of 17.28.010 (Ord. 2130) on 01/20/2003, Section 17.28.010 read as follows.
Except as herein, or in other codes and ordinances of the
city, made and provided, no building
or land shall be used, and no building shall be erected, structurally altered or enlarged in a C-2
general business district, except for the following uses:
1. Amusement establishments, including
bowling alleys, billiard halls, skating rinks and
other similar places of recreation conducted wholly within a completely enclosed building;
2. Ancillary entertainment, being
those uses where the entertainment function typically
consists of background listening music, either live or programmed, at eating, drinking or other
establishments;
3. Antique shops;
4. Art and school supply stores;
5. Art galleries and studios;
6. Auditoriums;
7. Auto accessory stores;
8. Auto and truck dealerships. Merchandise
may be displayed and sold on open lot;
9. Bakery shops, for the baking and
processing of food products when prepared for retail sale
on the premises;
10. Banks and financial institutions;
11. Barber shops;
12. Beauty shops;
13. Bicycle stores, including rental
and repair;
14. Blueprinting and photostating
establishments;
15. Book or stationery stores;
16. Business college or business school,
operated as a business enterprise;
17. Cabinet, woodworking and upholstery
shops, if conducted wholly within a completely
enclosed building;
18. Camera and photographic supply
stores;
19. Caskets and casket supplies;
20. Catering establishments;
21. China and glassware stores;
22. Churches;
23. Clothing sales and costume rental
shops;
24. Coin (i.e., numismatic) and stamp
(i.e., philatelic) stores;
25. Construction contractors;
26. Custom sign painting shops, if
conducted wholly within a completely enclosed building;
27. Day care or day nursery;
28. Department stores;
29. Drive-in facilities for financial
institutions;
30. Drug stores;
31. Dry-cleaning and laundry-receiving
stations;
32. Dry-cleaning establishments when
employing facilities for the cleaning and pressing of
dry goods for retail trade only;
33. Dry goods or notion stores;
34. Dwelling units when located above
the ground floor, if business uses or premises
designed for such uses occupy the ground floor;
35. Electrical appliance store and
repair shops;
36. Employment agencies;
37. Feed and seed stores;
38. Florist shops and conservatories;
39. Frozen food lockers, excluding
wholesale storage for hire;
40. Gift shops;
41. Gun and ammo sales and services;
42. Haberdasheries;
43. Hardware stores;
44. Hobby shops, for retail sale of
items to be assembled or used away from the premises;
45. Hotels;
46. Household appliance stores and
repair shops;
47. Interior decorating shops;
48. Jewelry and watch repair stores
and shops;
49. Laundromats for direct consumer
use;
50. Leather goods and luggage stores;
51. Liquor stores, limited to sale
of packaged goods;
52. Locksmith shops;
53. Lounges, taverns and pubs;
54. Lumber yards;
55. Meat markets;
56. Medical and dental clinics and
laboratories;
57. Motor vehicle repair and body
shops, excluding tractor trailers and industrial equipment;
58. Municipal buildings and facilities
for governmental uses and purposes, proprietary uses
and purposes, or a combination of both government and proprietary uses and purposes;
59. Music conservatory or music instruction
establishments;
60. Newsstands;
61. Offices, business and professional;
62. Office supplies, sales and service;
63. Paint and wallpaper stores;
64. Pet shops;
65. Photograph developing and processing
shops;
66. Physical culture and health service
establishments, including: gymnasiums, swimming
pools, reducing salons and tanning spas;
67. Picture framing establishments
when conducted for retail trade on the premises only;
68. Plumbing showrooms;
69. Post offices;
70. Printing, lithographing or publishing
establishments for letter press, business cards,
mimeographing, and other similar custom services;
71. Private clubs or lodges;
72. Private schools for study of music,
business or trade;
73. Public service facilities, including
electric distributing substations, fire or police stations,
telephone exchange, and similar uses;
74. Restaurants, tea rooms and cafes,
when establishment is not of the drive-in type (as
defined in Section 17.26.020(21). Drive-thru and/or food delivery services are allowed;
75. Secondhand stores, if conducted
wholly within a completely enclosed building;
76. Service Stations, Automobile.
a. Type A: an automobile service station
which, in addition to the retail dispensing of
vehicular fuels, offers to perform, as an accessory use, automotive maintenance, service or
repair; including, but not limited to, the sale and installation of lubricants, tires, batteries and
similar accessories for automotive vehicles by owner representatives. Self-service islands for
dispensing motor fuels where the customer fuels his motor vehicle at certain pump stations are
allowed.
b. Type B: an automobile service station
in which the dispensing of vehicular fuels is
performed primarily by individual patrons and which does not offer to perform any manner of
automotive maintenance, service or repair.
c. Type C: Type A or B automobile
service station which offers or includes, as an accessory
use, the retail sale of merchandise or services not related to the maintenance, service or repair of
automotive vehicles. Such accessory uses shall, however, be limited to uses permitted in a C-2
(general business district) hereunder;
77. Shoe and hat repair stores;
78. Sign painting shop;
79. Single-family dwelling units that
comply with R-6 zoning requirements;
80. Sporting goods stores;
81. Supermarkets;
82. Tailor shops;
83. Taxidermy shops;
84. Termite and pest control businesses;
85. Theaters, excluding drive-in theaters;
86. Ticket agencies, limited to entertainment
functions;
87. Tobacco shops;
88. Travel bureau and transportation
ticket offices;
89. Truck, auto and motorcycle dealerships,
excluding heavy equipment. Merchandise may
be displayed on open lot;
90. Undertaking establishments and
funeral parlors;
91. Wearing apparel shops and stores;
92. Wholesale merchandise brokers.
